Well yes. Yes he can. Jacob O'Kane's inauguration speech sent that message very clearly. He pledged to follow up on all his campaign promises. He wanted lower taxes for all Americans. He wanted to repeal the Health Care overhaul by Obama. With the economy restored from the '08 crash he wanted big business to thrive. In education he wanted a strong support in the dwindling pillar system. But most of all, he wanted control.
In the first year of Jacob O'Kanes presidency things had gotten bad. With the rise of big business monopolies began to arise. While that was what O'Kane wanted, it back fired on him. The monopolies were now all overseas. In the Middle East Saudi Arabia had taken over the United Arab Emirates, and Qatar taking all of it's oil supply. Normally the U.S. would have gone against them, but ever since Obama had pulled troops out of Iraq he refused to reenter out of isolationism and embarrassment.
Many, many jobs were lost thought out the country as massive lay-offs hit the country like the Great Depression. Economists researched and all blamed President O'Kane for the losses. In an outraged he used his connections to drop all the economists against him. O'Kane had a rage about him that kept his cabinet from ever speaking against him as well.
Soon enough riots were spreading nation wide. It was frustrating to him as he tried everything he could to keep them down. L.A. was in upheaval. Dallas, and Houston, part of a weaken America, was over run by Drug cartels and gang violence. Chicago was rioting as well as the majority of there car factories were shit down, and then torn apart by rioters. Miami was in the middle of a race war against Cuban refugees as the locals' racism was just too much to bear.
Boston however, was the center of the O'Kane riots. Ever since the American Revolution Boston has been America's own Son of Liberty. Now stricken with poverty the city was furious. On every street corner guns were blazing and and people were running amok, The people of Boston had just had enough.
O'Kane would capitalize on this. He would effectively punish every city, but he would focus on one in particular. The place he had gone to college. The City of Rebellion. Boston. O'Kane would initiate a Militant operation which would be known forever as, Operation: American Holocaust.
